Error loading WackoWiki DBAL: could not establish database connection.

STEPS:
  1. create missing database
  2. go to constants.php and set 
    * %%const RECOVERY_MODE					= 1;%%
  1. call admin.php (requires valid recovery_password)
  2. Database -> Restore
