This may happen if
  1. the Admin panel password has been repeatedly entered incorrectly
  1. you locked the site for maintenance and you unintentionally forgot to unlock the site again before logging out of the Admin panel or if you have timed out your admin panel session and the site lock is still active

Please check if the **admin panel lock** or **site lock** got activated. If so just set it back.
