The service: should be used as meta namespace for service pages, similar to special: in MediaWiki, such as

1. file handler
2. page index
3. search
4. categories
5. login
6. registration
7. filemeta handler
8. attachment handler
9. random page
10. password
11. users and groups ?
12. user settings
13. recent changes
14. whats new

This will solve some conceptional issues like

• system pages do not really belong in the page namespace
• it solves the encoding issue related to the the chosen pages language (currently we have multiple login pages because of this)
• no one can delete these pages (haha ;) ) or the action inside the page
