That is OK. The routine for adding the new system user 'Deleted' was missing in the upgrade procedure. If you made a fresh install previously then the user 'Deleted' is already there. That's all. The system user 'Deleted' currently has no use, but should be assigned to the records for deleted users (user_id + owner_id) in the future. I already wrote a procedure for the user to delete his account, but it also raises questions if this is the right way to do that in a wiki.
